Ministry for the Economy, Industry and Employment

MISSIONS

The Ministry prepares and executes government policy in the areas of the economy, finance, employment, professional training, consumer affairs and fraud control, foreign trade, industry, postal and electronic communications and tourism.
The Ministry is also responsible for government policy concerning small and medium enterprises, commerce, craft trades and the professions. It oversees France's chambers of trades and crafts and chambers of commerce and industry, and carries out actions with respect to business creation and the streamlining of formalities related to it.
Its primary remit covers:

  • Competitiveness of the French economy and the attractiveness of France
  • Job protection and promotion of employment, including back-to-work policies
  • Professional training for young people and adults
  • Financing, holdings, and monetary, economic and financial affairs for France (and internationally, in cooperation with the ministers concerned)
  • Economic and financial forecasting
  • Tax legislation
  • Competition, consumer affairs and fraud control
  • Statistics and economic studies
  • Foreign trade
  • Regulation, analysis and control of public procurement
  • Strategic industrial policy and monitoring of the industry and service sectors
  • Postal and electronic communications policy
  • Support for the promotion and adoption of new technologies
  • Monitoring and support for tourism, including the promotion of heritage tourism in France
  • Economic and financial audit, together with the Ministry for the Budget, Public Accounts, the Civil Service and State Reform

For the exercise of the Ministry's remit, the Minister is assisted by a Minister with responsibility for Industry and three Ministers of State, who are responsible, respectively, for Employment, for Commerce, Trade, Small and Medium-sized Enterprises, Tourism, Services and Consumer Affairs, and for Foreign Trade.

ORGANISATION

A series of recent measures have altered the Ministry's central administration, including:

  • Creation of the Directorate General for Competitiveness, Industry and Services (DGCIS), following the merger of the General Business Directorate, the Directorate for Commerce, Craft Industries, Services and the Professions and the Directorate for Tourism
  • Creation of the General Council for Industry, Energy and Technologies (CGIET), following the merger of the General Council for Mining Engineering and the General Council for Information Technologies

Within the context of regional reform efforts, the Regional Directorates for Business, Competition Policy, Consumer Affairs, Labour and Employment (DIRECCTE) will become operational in 2010. These decentralised services will be shared by the Ministry for the Economy, Industry and Employment and the Ministry for Labour, Social Relations, the Family and Solidarity.
More than 17,000 civil servants work for the Ministry (not including the more than 5,000 employees working in departments shared with the Ministry for the Budget).
